Overview
As we migrate to the new Teams application from Teams Classic, there have been reports from users that the Chat Icon is not showing any unread message notifications like so:

Solution (If appropriate)
Until March 31, 2024, Microsoft allows the existence of New Teams and Teams Classic to co-exist in case users need to switch back due to problems with New Teams. At present, uninstalling Teams Classic seems to resolve the chat indication issue.

Work-Around
If uninstalling Teams Classic is not an option, there is a backup method to catch missed messages in Teams.
Navigate to Settings -> Notifications and activity. There is an option called Missed activity emails:
You can set this to alert you via email of any missed messages in any of the listed intervals.
Cause (If Known)
Based on found fix, suspect there is a conflict between Teams Classic and New Teams. Awaiting word from MS Support for confirmation.
